Cannot open .msg files from local FTP site with Outlook

When accessing a .MSG file from an internal FTP site, I get two
options, Save or Open. If I click Open, I get the error:

"Can't open file: C:\Temporary internet
Files\Content.IE%\C5MVYB8P\14206 840.msg. The file may not exist, you
may not have permissions to open it, or it may be open in another
program. Right-click the folder that contains the file, and then click
Properties to check your permissions for the folder.

I've Googled the error, etc. to no avail and cannot set security on
that folder (system folder). Any ideas?

Are you saying you have an FTP folder mapped and you're trying to access
items in it as though they are local? I've never found this to work very
well and it's very dependent on the FTP server's capabilities.

Well, kinda - we have another server with a default FTP site (IIS) that
points to a directory within that server. Users are saving .msg files
via FTP to directories within. It appears that when double clicking on
the ,msg files, Outlook copies that file to the "temporary internet
files" directory, no matter where it's at on the local drive, and then
tries to open it from there. Outlook does not have permission to read
from that location and therein lies the problem. Security cannot be
changed on that system folder and Outlook cannot be made to copy the
file elsewhere either. Looks like we're in a quandry

MSG files cannot be opened from a read-only medium or a location that
has read-only access. Your temporary msg file might be read-only, or
write access might be restricted by some app or policy.

MSG Files:

Priasoft has several MSG related products. http://www.priasoft.com

In particular, they have a MSG file parsing library that gives
developers access to all the properties of a .msg file, without
outlook.

They also have an export library that works with the MSG library for
exporting msg files to other formats, like PDF, TIF, and HTML.

For PST files, they have a couple of command line tools that allow
extraction of messages to MSG, again without requiring outlook, and it
supports both ANSI and UNICODE pst files. There is also the reverse, a
MSG to PST utility.

They also have a viewer product that looks very similar to outlook 2003
with regards to the User Interface. The viewer can view, search, print,
and export msg files.

Lastly, they just release a free ViewOnly viewer here:
