Cannot open links!!

This post is a copy of a post sent earlier in the Windows
XP Security Administration newsgroup and failed to get a
response. I hope that someone can help!

I just started getting the following messge whenever
I use the IE browser or any other browser with an IE shell
(AOL, Avant, Neoplanet, etc.) "This operation has been
cancelled due to restrictions on this computer. Please
contact your system administrator." This occurs whenever a
link is clicked on a web page or when a page opens that
contains links. I have done a repair/install. Suggestions??
