Can't Open Links Outlook 2007

I have a user who is running Windows XP and using Outlook 2007. We recently
uninstalled Firefox 3.0.1and re-installed ver 2.0.016 because of specific web
pages not displaying correctly. This user is now unable to open hyperlinks in
e-mail; message is "This operation has been canceled due to restrictions in
effect on this
computer. Please contact your system administrator"

Someone suggested that I set IE to check if it is the default browser
whenever it is launched which I have but it didn't help.

Anyone have any idea to resolve this?
