Cannot open links in MS Outlook 2003 since installing SP2

Many of my e-mails contain links to other sites/pages, if I click on these I
get the following error message
'This operation has been cancelled due to restrictions on this computer. Pse
contact system administrator. I have gone into Tools, Options, Security but
annot find a way of changing this. can u help please?
