Cannot open chm files

I cannot double-click and open a chm help file. I've seen fixes for opening
them in ie and in vista, but nothing about how to fix them so they can be
opened directly in xp.

Sorry I mis-stated the problem. The file actually does open. The TOC is
shown in the left frame. However, the contents do not display in the right
frame. Instead I get an error that the address is not valid. I've seen MS
reports that it's related to a security patch that blocks the display. I've
seen KB solutions regarding Internet Explorer changes - none of which seem to
apply to opening it directly on a local drive. And I've seen resolutions for
Vista relating to Unblocking - which is not an option in XP. Nothing seems
to resolve the problem. I have noticed that if the help file is invoked from
an application by pressing F1 (or clicking on the Help menu) it display
properly.

Shows a toc but no data, just an error for data?

Check the files Properties: If it's blocked, unblock it.

That's always been my fix at least.
