cannot open applications

I'm having trouble opening my applications (.exe) files & shortcuts (.lnk)
When I try to double click the following message occur:

"This file does not have a program associated with it for performing this
action. Create an associaton in the Set Associations control panel."

I am able to run programs (internet explorer and firefox) by right-clicking
and selecting "run as administrator", but iTunes will not run (because it
doesn't have the run as administrator option)

I have been to this website and downloaded the .exe and .lnk files:

http://www.winhelponline.com/articles/105/1/File-association-fixes-for-Windows-Vista.html

But I cannot "merge" the .reg files to anything.

I've tried to download windows updates, but the above message still occurs.

FYI when you D/Click or R/Click and choose merge on a *.reg file the
values in the file get entered into the registry, you see no action
or activity other than a dialogue box asking to confirm the action.
Did you see the confirmation dialogue action on the reg file ?. If so,

When I double click it tells me to run the file. Then when I click Run, it
says "cannot open file" and asks what program I want to use to run the file.

Is the "Merge" option missing?
What happens when you double-click the .REG file?

Right-click "Regedit.exe" in the Windows folder, and choose "Run as
Administrator". From the File menu in the Registry Editor, choose Import.
Select the REG file and import the contents.
