Cannot open an attachment

Outlook 2003
I'm getting a message "outlook blocked access to the
following potentially unsafe attachments: 03).url." on a
message that was sent to me. And there's no link to open
or access any attachments.
Any ideas?

This is the default security designed to protect you from virus' and
