Cannot open a .pst

I have a user who has archived his email inbox to a .pst. When he tries to
open the .pst Outlook informs him that either:

1. The file is not a .pst file
or
2. You do not have permission to open this file

What can I do to get this .pst archive opened in Outlook 2003?

Is the file coming from a read-only source and/or does the user have full
rights to the file?

The file is not checked as Read Only and the user created the file, so
should have full access rights.

Windows 2000 Professional workstation with ALL patches current
Outlook 2003 with ALL patches current
Exchange 2000 server with ALL patches current

This is really throwing me for a loop. I've never had this happen before,
and of course the emails are critical.

Do you know if the file came from a CDR/RW? I've seen PST files burned to
CDR/RW at > 4x come out corrupt when trying to use later.

The user could try running the inbox repair tool (scanpst.exe) against a
copy of the *.pst to see if it can repair the damage, but no promises on how
it will turn out if the file was damaged from a burn to CD problem.
