Cannot move or rename files in XP

I need help. The quirk my computer has of not letting me
move files around and rename them is now driving me
crazy. I have been all over web sites and user groups
trying to find anything related to my problem. There
isn't much. The exact wording is of the problem is:

"Cannot move 'file name' It is being used by another
person or program. Close any programs that might be using
the file and try again."
 
Let me guess - large AVI files, ahem, DVD "back-ups" right

If so don't open the folder, but delete them from the command line
 
I have a similar problem. XP doesn't let me do backups.
Same reason. Both with Windows explorer and Briefcase, XP
Pro refuses permission to backup Documents and Settings
Folder because some file would be in use even if I start
no other program! This is bizarre. I let you know if
somebody answers my request.
