Cannot move cursor after protecting document

After I protect the document I can edit cells I can select cells using the
mouse, but what I can't do is press enter after editing a cell to go to the
next one.

I am stumped, they're unlocked cells, I have checked the box for 'select
unlocked cells' I don't know what is wrong.

The sheet works fine on older versions of Excel its just the 2003 one I need
to get it working on.

Hi,

check the following: Tools, Options, Edit, and make sure Move selection
after Enter is checked.
