Cannot make new stationery in Windows Mail

I have tried repeatedly to use the stationery wizard to create new stationery
from a photo .jpg file. Each time when I click the finish button the message
appears that this is not a proper file name or there is a stationery with the
same name already present. It does not matter what name I give the file the
result is the same. Do you have a suggestion to correct this problem?
Thanks

It looks like that's a bug. Try specifying any name (I used xxx) and if you
still get the error, then use their example and specify "My Stationery".
That seems to let you exit the wizard. Then go to Message | New Message
Using | Select stationery and the file that you specified should be listed.

Seems like that's something else they messed up.

Unfortunately this did not work. The wizard will not accept any name and
therefore will not close unless I press cancel.
