Cannot log on to Outlook express

When I try to log on to Outlook Express, It says that it
cannot be started because the MSOE.DLL could not be
initalized. It said to contact Microsoft - however, after
looking for some way to contact someone for 15 minutes, I
stumbled across this newsgroup and I hope someone can
help me. It also said I may be out of memory - but I
cannot access Outlook to erase anything. Today was the
first indication I had of any problem.
