Cannot lock the toolbar

I prefer text labels under all of my desired buttons in
the toolbar (Back, Forward, Stop, Refresh, etc.). I set
them all the way I want them using View - Toolbars -
Customize - Text options - Show text labels. Then I try
to keep them that way by clicking View - Toolbars - Lock
the Toolbars. Everything works fine for one session. But
the next time I go on line, the toolbar reverts to the old
way with too many buttons and helf of them don't have text
under the icons. It's a nuisance. How can I get them to
stay the way I want them?
