cannot locate windows installer

I am trying to download Java virtual Machine but I keep getting a message
saying that cannot locate windows installer, how do I reload the installer
to XP home edition. I understand that xp comes with windows installer
version 2.0 but I have already run sfc /scannow from the disk why is the
installer package not there?
