Cannot load VDM IPX/SPX support

I am getting this message on several machines at the
command prompt and when I open a DOS-based program.

Anybody know what's causing this?
 
This seems to be saying that use of the non-Tcp/Ip
networking protocol IPX is not possible from an
app running within the DOS emulation thunker (VDM)
