cannot install winXP : error code 4

I cannot install any version of windows (98, ME, XP) on my PC though the
hard disk is already formatted. It always has an unexpected error at line
1768 at the file name arcdisp.c all the time and restart. If I hit F7 while
loading, the screen shows:
File setupdd.sys could not be loaded.
The error code is 4
Any idea how this problem occur and how to fix it? Could it be a hardware
problem as this occur after I installed a new CD-RW drive?

To go along with the response below...How much RAM do you have installed? I had
problems trying to install Win9x OS' on systems with >768MB due to the internal
800MB limitation in the vcache.

Thank you for your help. I finally found what messed up with my computer. It
was me who connected the wrong connector to the my DVD-drive and CD-RW
drive. After I switched them, there was no
problem in the installation at all. I should have known this before I
formatted my harddisk and lost all data. :(
