Cannot install visual studio 2005

Hello,

Every time i attempt to install visual studio 2005, it starts the
installation process and all seems to proceed fine and then it bombs out
stating there is a problem installing windows installer 3.1

A sample of the error log shows the following:

Error code 1603 for this component means "Fatal error during installation."
Microsoft Windows Installer 3.1: [2] Setup Failed on component Microsoft
Windows Installer 3.1
setup.exe: [2] ISetupComponent::pre/Post/Install() failed in
ISetupManager::InstallManagerHelper() with HRESULT -2147023293.

Further into the error log for some of the components show a unkown status
error:
Unknown component status for.NET Compact Framework 2.0


I have also looked at the application log in the event viewer, where the
following message is being generated whenever I attempt to install vs 2005:

"Windows cannot query for the list of Group Policy objects. A message that
describes the reason for this was previously logged by the policy engine."

The event ID is 1030.

I have looked through mircrosoft knowledge base about error 1030 when
installing MSI applications and it appears to be a known issue but was fixed
in Windows XP Service 2. I am installing onto Windows XP SP 2 so a little
stuck at the moment.

If someone has any ideas about this i would be grateful,

I have the same problem. I tried to install 3.1 manually and it said "access
denied".
I am set up as admin on machine. I running XP Pro.
