Cannot install or uninstall

Everytime i try to install or uninstall a program an
error message comes up saying "(insert program name here)
has encountered a problem and needs to close. Sorry for
the inconveinence" I can't even install the microsoft
updates... Have tried doing a system restore to a month
back.. also did a virus scan both resulting in no change.
Please help- any suggestions please send to my hotmail
account. Thanks.

.I had the same problem that is installing the microsoft

updates..I worked with MS for over a month on a dayly
bases they could not solve the problem. I end up
formatting the hard drive and starting over.
