Cannot install MSN Music Manager to access the radio in WMP10

I cannot access WMP10's radio feature. I am told I need to add on MSN's
Music Manager but I am unable to download it. When the InstallShield Wizard
for this program begins to download it never makes it off of the 0.0KB/s
mark and so never downloads.

I am running WinXP SP2.

Can anyone advise?
