cannot install MIE 6 Service Pack 1

the message i get is as follows:

"Windows Terminal Server needs to be in install mode to
continue. Click OK to continue if you are in install mode,
or click CANCEL to abort the installation."

how do i put Windows Terminal Server in install mode???
 
at a DOS command prompt type 'change user /install' - to reverse it you type
'change user /execute'

Or you can install the program from the Add/Remove Programs dialog - does
the same thing.
