Cannot install downloaded stationery - missing family product?

I have downloaded stationery from Microsoft's website, but when I try to
install an error message pops up: 'Setup has detected that you do not have an
Office 2000 family product installed on this machine. Before this download
can be installed you must first install an Office family product. To find out
which products are part of the Office 2000 family, go to
http://officeupdate.microsoft.com/info/o3kprods.htm.' I find nothing
specific on this site for my particular problem. HELP! Windows XP, Outlook
2003.

Note that Office's Outlook 2003 is not part of Off 2000, so the download
won't install. Use the stationery already included in OL 2003. Tools,
Options, Mail Format, Stationery. Also you should know that Windows Outlook
Express is a diff program & NOT part of Office and cannot use Office
downloads.
