Cannot install DirectX9c

I have XP SP-1.
The latest update version of Nero requires DirectX9a or above to install.
It sends you to the Windows site to download it. I did so and downloaded
"dxwebsetup.exe" from that webpage. However, when I run it, I get an error
message that says
"Setup could not download the file. Please retry later or check network
connection"
I've tried it several times at different times - always while connected to
the internet - with the same result. What do I need to do to install this?
