Cannot get "Send To --> CD-RW" to work

I friend has an HP Pavillion 7852, Windows XP Home. Anytime he tries to
burn straight to his CD-RW via the "Right Click/Send To" option, he gets an
error message that says the drive is not accessible. I have tried two
different drives that I know to work, and he can burn to the drive using a
stand-alone version of Roxio or Nero. It's as if the built-in CD burning
app is disabled.

How can I solve this?

Please tell me if I've left out critical info. I will try to fill in any
blanks.

There may be conflicts between the third party burning software and the
built in windows software.
Roxio uses an adaptec aspi32.sys driver, and windows uses a MS version.
Nero uses it's own driver.
