Cannot get MSoutlook to open (Scanpst.exe)

MS Outlook will not open (stay opened) Scanpst.exe error, contact
administrator, (I am the administrator) any suggestions

create a new pst and set outlook to use that one. Then debug what is
wrong with the old pst.
