cannot get in to secure pages

i recently up graded to express 6 then one day my email
account disapeared ,i put that back.
now when i try to go in to secure pages ie Ebay pay now
i'm told the page cannot be displayed.by tec surport
i've been told it is a microsoft problem.
can any one please help
