Cannot get .exe to associate with "application"...

I've tried some of the .reg "fixes", but they didn't work. I've done it
manually, but it doesn't "take".
Any ideas?

Most of the progs open, but there are some that just blink and don't
open. I can only open them if i do a "Run As...", and uncheck the
security check box..
I've used WinXP_EXE_Fix.reg and as I said, I tried entering the .exe
extension as new in the list and associating it with application, but it
didn't register....
