Cannot Forward Email from Inside Mail

The Forward button does not work from inside an email. To
forward an email, first it must be closed, select and
then click on Forward.
This happens using various versions of Outlook on
different Windows operating systems.

are you using popup stoppers or any addins? Does the keyboard shortcut for
Forward work?
