Cannot format reply and forward messages in HTML in Outlook.

I have all my settings under Tools --> Options --> Mail Format set for all
outgoing messages to be in HTML format. However, whenever I reply or forward
a message, it is opening in Plain Text format. I use a required corporate
signature that looks terrible in Plain Text. Has anyone had this occur? Is
there some setting I'm missing (I've searched throughout Help, the KB and
these forums to no avail)?
Thanks!

Hi Adagio,
if the item was sent in Plain Text, so you have to formatted it in HTML
before you reply or forward it.

Outlook will always reply in the format of the original message. If someone
sends you a Plain Text message, Outlook will reply with Plain Text. It's
also a pretty good sign that the sender would not appreciate receiving HTML.
