Cannot enter email address by clicking on To: in Outlook 2002

I have a full Contacts folder with several thousand people and email
addresses, but somehow that has been disconnected from the To: button
in new emails.

When I click on the To: button -- or attempt to type an address and
have the remainder automatically filled in by Outlook -- I get nothing.
Apparently I'm trying to access the Personal Address Book. ?? The
mailbox.PAB is empty while the outlook.PST contains all my email
addresses and contact information.

I could search in my Contacts for a name, find it, and right click to
send a message, but why would I want to do it that way. It seems so
much simpler to start a new message with a keyboard command, type in an
email address, and have the remainder automatically filled in by
Outlook. Or use the To: button.

Also, I want to sychronize my contacts with my iPod contacts.
Apparently that happens with the Personal Address Book because, while
my Outlooks appointments synchronize, the contact information does not.

How can I a) import the Contacts into the Personal Address Book or b)
use the Contacts in new emails instead of the PAB? Tx.
