Cannot enable Norton Protection (Symantec SystemWorks 2003 pro)

I have SystemWorks 03 Pro, and am unable to startup Norton Protection
on my recycle bin (XP, SP2).

I have no virus/malware (have done a scan). Everything is checked to
bootup at system startup via msconfig.

I have the same symptoms as:
http://service1.symantec.com/SUPPOR...8ba5198f8168af1985256e24004e239d?OpenDocument

That is,

"When you click the Enable Protection check box on the Norton
Protection tab under Properties for the Norton Protected Recycle Bin,
the hourglass appears for about a minute and then disappears. You never
see the message "Initializing Drive x:"."

However, the fix of making the startup of drivers for the software
"Automatic" is a dud - my settings are ALREADY set to load the norton
drivers automatically.

Any further suggestions?

Norton, as ever, aren't much use -they've discontinued support for the
product :(

Unfortunately, the only way to really remove Symantec's crapware from
your computer is to reformat and I highly recommend that you do just that.

Make sure you reformat now because if you don't reformat; the next time
you boot up your machine go up in smoke.
