cannot enable hibernation

After I installed some CAD tool, my notebook cannot enable hibernation
anymore. When I check "Enable Hibernation" and click "apply", the check mark
disappear.
I uninstalled the tool, and did system restore, and the problem still remains.

I suspect it's a configuration issue. If I restart, and don't log in,
hibernation is available at the log-in screen. However, Once I log-in, the
hibernation option is disabled. And, if I log out, the hibernation option
will remain disabled.

I am running XP SP2, and I turned off ICS. Please let me know what I should
do.
Thanks!

Does it work if you log in as a different user with admin privileges?
