Cannot empty deleted items folder

Cannot get deleted items folder to empty, I get the response to run
scanpst.exe, and quotes the file to 'correct', when I run scanpse.exe it
tells the file I am looking for does not exist. I have also tried
uninstalling Office and reinstalling but it does not help. Any help would be
appreciated.

Try starting Outlook once with the /resetfolders command switch. What
version of Outlook and what type of account?

Thank you for response Brian, I am using Outlook 2007, how do I start Outlook
using the reset folders command switch?

For Windows XP, click Start>Run. Enter "outlook.exe /resetfolders" in the
Open field. Click OK. Note the space in front of the slash. Don't include
the quotes, of course.

I meant to type "Note the space...", not "Now the space".

Thanks again Brian,

I did as you suggested and it worked even though I am on Vista, however it
did not solve the problem. I will try any other suggestions you might have,
is there a way of doing a clean install, I could back up anything I want to
keep.

Reinstalling Outlook will not be of benefit. The easiest way, in my opinion
is to create a new PST (File>New>Outlook Data File), make it your delivery
location (Tools>Account Settings>Data Files tab), stop and restart Outlook
(which will create all empty default folders in the new PST), then open each
of the folders in your origiinal PST (which will still show in your Folder
List), select all the items in it with CTRL-A, then copy the selection to
the corresponding new default folder. You cannot copy the default folders
themselves, only their contents. If you have non-default folders (i.e.,
ones you created yourself at the same level as the default folders), you can
copy the entire folder. Do not, however, copy the contents of the Deleted
Items folder, since you're trying to delete it anyway. In order to use
CTRL-A in the Calendar folder, you'll have to switch the source folder to a
table view like By Category first. Once you've copied all the old content
to the new folders, right-click the old PST's root (it will probably be
labeled "Personal Folders"), and choose Close to remove it from the Folder
List.
