Cannot eliminate double line spacing

When composing an email message in Outlook 2007, especially when formulating
a reply, the <Enter> key continually inserts a double-space at the end of a
line. To resolve the problem, we highlight the text and choose
single-spacing from the 'Text Formatting' options, but the double-spacing
persists. Has anyone else experienced this problem and do you have a
solution? We have expereinced this frustrating behavior through multiple
versions of Outlook.

Hold down Shift while pressing Enter. Plain Enter, in HTML-formatted
messages means <p> (new paragraph), while Shift-Enter means <br> (line
break).
