Cannot download security update 819696

[Jax]

This is the DirectX update. Every week I get propmpted
to downlaod the update and every week I download it. I
get a confirmation that the download has successfully
downloaded. Then, the next week it asks me to download
the update again.
How do I get the download to stick?
