Cannot download from the Internet

I suddenly find I cannot download any type of file from
any site including Microsoft. I have tried System restore
with no success. What else can I try? Thanks in advance
of any help I am yours faithfully Terry Marshall

Internet options>security tab>custom
Click to expand...
level>Downloads>file download>click on enable.
