cannot download address book for offline use

cannot download global address list for offline use. you click on download
address book, it starts to sync for a second and thats it. it does not
download. exchange profile has been recreated.

Do you know if a policy (registry key) has been set to disallow the
downloading of the offline address book?

The key is mentioned in
http://support.microsoft.com/default.aspx?scid=kb;en-us;823580&sd=RMVP. The
downloadoab value could be located under
HKCU\Software\Policies\Microsoft\Office...

Is Outlook giving any error messages?

What version of Exchange is in the mix?

Exchange Server 2000.

I click on tools>synchronise>download address book. bottom right hand corner
in outlook flashes with synchronising for a second and disappears. no error
message given.

when i disconnect laptop to check offline add book, it displays offline add
book unavailable.

your help will be appreciated. thanks

If there are no error messages at the client, then I would move server side
and ask...

Has the offline address book be built/rebuilt on the Exchange server?

Has any change been made to the offline address book? (e.g. ACLs set to
restrict access, if replicated to more than 1 server, is replication
working, .etc)

Any error messages in the Exchange servers event logs to indicate a problem?
