The event logs on my windows 2000 Terminal Server have been bleeding with
this error ever since I upgraded the domain form NT4 to mixed 2003. I have
users hitting this server from workgroups outside the domain. I've read
Q231287, but it doesn't gve me any clue how to solve the problem. Any ideas?

I have never seen this before but I believe it is telling you exactly what
you stated. It can't apply a gpo to non-member workstations.
