Cannot Display Webpage on IE 7

After installing the latest Windows Internet Explorer v.7.0.5730.13, I get
the error message "Cannot Display Webpage". I am running XP Home/Sp2. After
searching for solutions I have yet been able to get IE7 to operate (went thru
Internet Options dialog box, cleared all temporary interent files, Reset IE7
with addons off, checked on offending third-party services, etc.). I do have
Systems Restore as an option. Can I fix IE7 to operate, or can I reinstall
IE6 (I do not have the original disks), if so where can I get a copy of IE6.
