When I try to delete an empty folder (formerly held WMA
music files downloaded from music CD) on my desktop, I
keep getting this message:

"Cannot delete [File name]: It is being used by another
person or program.

Close any programs that might be using the file and try
again."

Any suggestions would be appreciated!

The only guess i can have is that the WMA folder you had
is a system folder where music files are stored that a
program uses, this probably being Media Player.

Even though the folder is empty, you cannot delete it as
it is a system folder. This also applies to many other
such as most of them in your windows directory. Try
deleting system32 folder, you should get the same error...

Even though the files within the folder get deleted, the
folder it self wont.

;)
