Cannot Delete Windows System Files or Files That Are In Use

help i have a avi file i downloaded and cannot del.
says in use when i try any ideas? running xp pro'

Remove. Click the Remove link and download avipurge.vbs Save this file to
your hard drive. Locate the file you just saved and double click it. This
will clear the process that's holding the AVI file in memory. VBS files can
be viewed in Notepad.
