Cannot delete / used by another person or program workaround

I also knowticed that my computer had sevier slow down.
When running Performance program via controll Panel my
processor time jumped to 100%!!! And would not stable
down even after closing all programs. This would also
happen even if I just selected (Hilighted) the file in
question.
Workaround:
1: Restart your computer
2: go into the folder an move all important files you
dont want deleted. being carefull not the "touch" the bad
file.
3: Move the FOLDER containing the "bad file" to another
location.
4: Quickly delete the FOLDER containing the file
5: Empty your trash bin

Note: for some reasin as soon as you select the file.
The "other proram" will not release it, and it can not be
deleted

The best way to delete files of this sort, open a command prompt, open
task manager, kill the explorer shell. Use the command prompt window to
navigate to the file, del the file with the command prompt.
If you don't know how to use the C:\ prompt and CD\ around, don't bother.
