cannot delete temporary files from writable cd folder

After I have written my files to the cd, the files cannot
be deleted. It keeps the temporary folder open with the
temp files in there. Everytime I restart it tells me
that I have files waiting to be written. If I try to
delete manually "Cannot delete 'file name'. It is being
used by another person or program. Close any programs
that might be using the file and try again."

I have disabled all my startups, restarted. Disabled all
my processes, restarted. Emptied my norton protected
recycling bin. Still unable to delete (tried after each
of these).

I started in safe mode and was able to delete all but one
of the files. After I restarted I decided to go ahead
and write the next cd. I figured the remaining file
would go on the new disk and I would have to just ignore
it. I had too many files on the disk so I had to get rid
of some. I thought I would try deleting the offending
file again and I was able to delete it. But when I tried
to delete another "newly placed" file, I got the same
error message. None of these files are open in an
obvious program. I only have one user (admin) on this
computer.

I can't get my data files to the printer and am getting
frustrated with this whole process. Any help would be
greatly appreciated.
