Cannot delete files because being used by Windows?

Hi,

This is very weird, and I have noticed it lately.

I am not a newbie about computers, but for some reason every time that
I have been using a file with my Windows XP (SP2) and close that file,
I cannot remove it. Windows says its being used--but it is not!

I go to task manager and I see nothing weird in there. All the
programs are closed and I still can't delete the files. This happens
with (so far I've noticed) the following file types: .exe, .bat, .iso

Is life, if I use a file/program I can't delete it for some reason, I
dunno what's happening. I don't want to restart everytime I want to
delete a file you know??

Any help would be greatly appreciated.

If they are not in your running process list, hmmmmm.
You can usually delete them from safe mode, but really shouldn't have to in
most cases.
Are you the 'owner' of the files in question?
 
Yes I am.

I am the administrator. That is why I think this is absolutely weird.
For some reason I just can't delete them.

For example, today I was using mIRC (a chat program). I closed mIRC a
couple of hours ago, nothing is running in the task manager, and I have
nothing mIRC-related open. But if I try to send it to the recycle bin,
it just says it can't delete b/c the file is being used by windows.

I dunno what to do, and is becoming pretty annoying.

Anyone could give me any suggestions/ideas on how to solve this?

Nevermind! I solved the problem, my Antivirus was using the
file--supposidely for any possible intrusion to mIRC (infections).

Download FileMon from SysInternals. Run it to see what files are
actually being accessed. From your description, what is it exactly
you're sending to Recycle Bin after your mIRC session ? ( A link)

Have you emptied your Bin lately & how is it configured (Space
Reservation). You wouldn't by any chance have NAV and it's add
in, the Norton Protected Recycle Bin. How are you attempting to
delete (Drag-&-Drop) or a Right Click via the Context menu ?
