Cannot Delete File

I'm having a probleme deleting or renaming a word
document that is located our network. The drive its
located in is a mapped drive. Error is: Cannot delete It
is being used by another person or program. I've tried
everything I can think of: rebooting, signing in safe
mode, deleting/renaming in command prompt. I'm at the end
of my rope.
 
This usually happens when your computer locks up with Word open and this
document open. A temporary file is created telling the computer that the
document is open. If you try to delete the file, it won't let you. You
need to delete this "temporary" file first.
