cannot delete file

help me please i downloaded a file from shareaza and now my pc is not running
very well since i downloaded it, i have tried to delete the file but
everytime i try to delete it , it says this file cannot be deleted it is been
used by another person or programme please close down other programmes.
i have closed all my programmes disconnected from the net right clicked on
the file clicked on delete but i keep getting that message it cant be
deleted, can anyone tell me how i can delete it please because its got to be
this whats messing my pc up, because it was fine before i got this file from
shareaza

Boot into safe mode (tap the F8 key while the comp starts up and choose
safe mode from the options) and try deleting the file from there.
You could also try the utility called Moveon boot.

Or you can restart your computer with a Win98 Startup disk. And manually delete the file using the command
del filename
