Cannot delete file... it is being used by another pogram

I am trying to delete several files (videos) but I get an
error message: "The file [name] cannot be deleted. It is
being used by another program." But I do a CTRL ALT DEL
and there are no other programs running. I've tried
deleting the files just after starting up, so no other
programs are running.

Does anyone have any ideas?

Just something you can try.
Try to rename it from the GUI if not the go to command
promt and rename it there. Once this is done try it if
not then restart the machine then and try it. Safemode is
another place to try to delete it there. What are the ext
of the files in question?
