Cannot delete Favorites folder/file: Being used by another person or program

Is there a simple workaround to the error "Cannot delete
ABC: It is being used by another person or program." I
have several completely empty Favorites folders that I'd
like to remove from the list, but the above error occurs
when I try to delete them.

What causes this to happen to some, but not all
folders/files in the list? Is there an easy solution?

Any help appreciated. Thank you.

Boot to DOS (not a dos prompt) and delete from there.
