cannot delete c:\trace.atf

i had trouble with restore and microsoft techs had me use programs that
created this file plus others. i have tried to delete this file using dos
and safe mode and still get the message "file used by another person or
program" can you tell me what program or person? so i can deactivate and
then delete the file? i think regtrace is the program that created it but
when i go to : start: run: and type in regtrace.exe i get the message file
not found??? help please thanx

..atf extension refers to Photoshop.
