Cannot delete a file

I am unable to delete a file. When I try to delete it I
get a message say that it is being used by another person
or program. However, it's not a shared file and I haven't
even opened it. Is there any other way to delete it? I've
tried using DOS commands as well, and it hasn't worked
either. If anyone can help, it would be most appreciated.
