Unable to delete a file

I was downloading a file using firefox and decided to kill the download by
closing down all the windows and it asked me if I wanted to close all tabs
and downloads. I said yes to that prompt. But it left the file I was
downloading on the desktop. I had a look at the properties of the file and it
actually takes up no space. When I try to delete it from my computer it says:

"Cannot delete <filename>. It is being used by another person or program.
Close any programs that might be using the file and try again."

I've tried restarting the computer and deleting it but that doesn't work. I
also tried booting up in safe mode but I still couldn't delete the file. I've
also tried clean booting the computer using msconfig but that hasn't worked
either.

Can anyone help me please?

Try creating a folder on your desktop. Put the file in the folder.
Delete the folder.

Try running "chkdisk" in command prompt.
If it won't help, try ScanDisk. You can find it in the drive properties.
If you have Norton Disk Doctor, try it also.

One of these program should remove this file or at least give you the option
to remove it.

Have you tried deleting the file using the command prompt?
Go to START and then RUN, type in cmd and then using DOS commands,
navigate to the folder where the file ids and delete if (the file, NOT
the folder)
